Everything you need to know

Balangan is on Bali’s Bukit Peninsula (South Kuta / Kuta Selatan, Badung), between Jimbaran–Ungasan and Pecatu–Uluwatu, near New Kuta Golf.

Yes, Balangan is generally considered a strong investment area, because it benefits from Uluwatu demand, has limited prime-view supply, and remains relatively close to the airport. The main watch-out is zoning and permit compliance (especially near the coast/cliffs), so solid due diligence is essential.

It is known for a scenic white-sand bay under limestone cliffs, strong surf culture, and sunset views.

Surfing, beach days, sunset viewpoints, and beach warungs, plus quick access to Dreamland, Bingin, and wider Uluwatu attractions.

Closest solid options are in Jimbaran and Nusa Dua: RS Universitas Udayana (Jimbaran), BIMC (Nusa Dua / Kuta), and nearby medical clinics around Jimbaran and Ungasan.

Roughly 19 km and typically ±45 minutes depending on traffic.

Land prices: Freehold walking distance to the beach is ~IDR 600M/are (or ~IDR 800M/are with ocean view); Freehold near the beach (>5 minutes) is ~IDR 650M/are with view and IDR 550–600M/are without view; Freehold residential zoning is IDR 450–500M/are; Leasehold residential zoning is ~IDR 20M/are/year. Villas: In Balangan, good-value leasehold villas typically sit below IDR 3.4B (2BR) and IDR 5B (3BR). Prices rise with ocean views, freehold or long lease durations (30+ years), brand-new builds, larger land and build sizes, higher finishing quality, extra amenities, and closer beach access.

Demand is led by 1–3BR modern sunset and ocean-view villas (rental-focused), followed by 2–4BR family villas slightly inland (offering more space, easier road access, and steadier living). Boutique apartments and townhouses are available, but private villas remain the primary demand driver.

Rules in Balangan follow the RDTR Kuta Selatan, so zoning must be verified per parcel (tourism vs residential). Typical regulations: maximum building height ~15 m, coastal setback minimum 100 m from the highest tide line, plus cliff/jurang setback constraints. For legal construction and operation, you need a PBG and SLF (via SIMBG), and for short-term rentals, an OSS/NIB business license under the appropriate accommodation category (typically Pondok Wisata/villa).

Typical short-term rental performance (Uluwatu market level) averages ~72% occupancy, ~IDR 3.2M nightly rate, and ~IDR 846M gross annual revenue (Airbtics). Seasonality peaks in July–August and late December–early January, while softening in February–March and October–November. Factors that most drive returns include ocean views and high-end design/photography, walkability to beach access, quiet surroundings with easy vehicle access and parking, and top-tier professional property management and maintenance.

Water: Most villas use bore wells with filtration systems, with ongoing PDAM upgrades improving municipal supply. Electricity: Generally stable for daily living. Internet & mobile: Fiber internet is available in many pockets, though availability varies by lane; mobile reception is generally decent across the Bukit, but each specific plot should be verified on-site.

Leasehold (Hak Sewa) is the most common path, typically spanning 25–30 years with extension terms negotiated case-by-case. Hak Pakai (Right to Use) is commonly structured as 30 years + 20-year extension + 30-year renewal (subject to eligibility and approvals). PT PMA holding HGB (Right to Build) is also structured as 30 + 20 + 30 years, depending on underlying land status and compliance.

Balangan is mostly scooter-first. Many residential areas sit on elevated terrain; accessing the beach generally requires parking near the cliff top and taking stairs down to the sand. Car access is possible across most roads, but some access lanes are narrow and parking can get tight during peak sunset and surf hours.

Typical ongoing costs include annual PBB-P2 property tax, utilities (electricity, water, internet), pool and garden upkeep, routine repairs and maintenance, staff salaries and security, property insurance, and professional management fees (often ~10–20% of revenue). For short-term rental operations, owners should also budget for business licensing compliance and a regular refurbishment reserve.

Key pipeline developments include: Jalan Lingkar Selatan (South Ring Road) planned works around the Pedati–Balangan–Jimbaran segment (targeting 2026–2027) to improve connectivity; the groundbreaking of Banyan Tree Pecatu at New Kuta Golf, strengthening high-end hospitality demand; regional water infrastructure upgrades aimed at improving South Badung distribution; and tighter enforcement of coastal and cliff building regulations, which protects and boosts the value of fully compliant properties.
